acct_test2

This version of acct was modified to also calculate total impacts
of all combined stresses [all pumping off and mound (Platte R imports) off].
This requires specifying an additional sfi file, 12p0.sfi, which is written
by running an additional MODFLOW case, 12p0.nam, with all stresses off.
A pumping and recharge preprocessor is used to write MODFLOW RCH and WEL
input files for this case.
